The Filière approach:
Quebec’s model for an integrated system approach

In the early 1990s, all stakeholders in Quebec’s agri-food industry worked to implement a new way of working together, the “Filière” aproach.

This approach consists in the integration of all stakeholders (agriculture, transformation, distribution, industry services and government) from the same production sector in order to enhance performance on domestic and foreign markets.

For each production sector (i.e. pig, dairy, cash crops, etc.), a Table filière was set up to consolidate business relations and increase the industry’s competitive capacity.

With a view to stimulate work through the Filières and ensure follow-up on Table filière issues, a Filière agroalimentaire was also created. It is comprised of the following organizations:

The Filière also carries out the action plan on new economic realities (“Une nouvelle réalité économique”) adopted at the March 1999 “Conférence de mi-parcours” on growth objectives, markets development, collective marketing, and purchasing policies.
