The UPA : Serving all farmers

The 16 regional federations affiliated to the UPA work on issues that affect all farm producers, such as the environment, regional economic development, vocational training, taxation, labour, land-use planning, etc. To contact your UPA regional federation, see: “Discover our regions”.

Most of the 25 affiliated specialized groups work in collective marketing of farm products and several also manage joint plans. From information activities to supply management, price negotiation and sale agreements, they pursue several objectives, among them to maintain the balance of power between purchasers and producers. The Confederation brings together all regional federations and specialized groups into a unified and consensus-driven entity that is essential to collective action. The Confederation encourages and stimulates mobilization and participation. It informs and consults members regularly. It responds to their needs as regards trade union education. It assists the UPA in researching and implementing strategies and policies favourable to the development of agriculture. It ensures the cohesion of affiliated groups in implementing and adapting marketing tools. It also sees to the financial health of the organization. AGRICULTURAL EMPLOYMENT CENTERS


Well established in rural areas, the Centre d'emploi agricole have acquired more than 25 years of thorough knowledge in the agricultural field. They provide a complete array of services related to human ressource management in agriculture. Mainly, the CEA will help with recruitment, selection and placement of specialized and non-specialized workers in animal and vegetable agricultural productions, for occasional, seasonal or permanent workers.

UPA'S ACCOUNTING AND TAXATION SERVICES

More than 40 years ago, several regional federations put some ressources in place to offer accouting, taxation, financial councils and specialized managment services to farmers. Today, those ressources are known as the SCF, UPA's Services de comptabilité et fiscalité or UPA's Accounting and Taxation Services . MUTUELLE DE PRÉVENTION (available in French only)


Past experiences have shown that when farmers unite, positive repercussions will appear rapidly. Thus, after seeing the potential savings that could occur after a mutual insurance of prevention is put in place, the member of UPA's General Council ratified the installation of a mutual insurance of prevention offered to all the agricultural producers of the province.

CREDIT FOR UPA DUES PROGRAM

The credit for UPA dues for multiple-owner farms with annual gross income less than $10,000 is now in effect. The credit will be applicable for 2011 dues.


Must complete the appropriate forms and send them to the UPA before October 31, 2010 (all the criteria appears on the forms).

SOLO SÉCURITERRE INDIVIDUAL INSURANCE PROGRAM

Desjardins Financial Security, in collaboration with the Union des producteurs agricoles and Coopérative fédérée de Québec, has designed Solo SécuriTerre, an individual insurance program comparable to group insurance, which is perfectly suited to the special needs of agricultural producers. CONTEST TO PROMOTE SAFETY EFFORTS (available in French only)

To reinforce and reward work health and safety initiatives by agricultural producers, the UPA, in cooperation with Desjardins-Assurance Sécuriterre, the CSST and the Coopérative fédérée de Québec, has set up the “Farm Safety Initiatives” contest. This contest is intended for both individual farmers and groups of farmers.

 


 

Donation and partnership policy - UPA Confederation

 Organization presentation

The Union des producteurs agricoles (UPA) is a professional labour organization that bases its raison d’être and its activities on the values of respect for other people, solidarity, collective action, social justice, equity and democracy.

Based on these values, the UPA’s main mission is to promote, defend and develop the professional, economic, social and moral interests of Quebec agricultural and forestry producers, irrespective of race, sex, language and personal beliefs.

By constantly interacting with Quebec’s society as a whole, the UPA contributes to maintaining and enhancing the social and economic conditions of rural residents.

 Policy concerning donations made by the UPA Confederation

The Union des producteurs agricoles concentrates on two major activities per year for its donations. It provides financial support to the United Way organization, which assists the community through a network of community-based organizations that supports local and regional projects. In addition, the UPA participates actively in the Grande Guignolée des médias, where money and food donations are made.

For this reason, the UPA does not consider new donation requests.

 

 Policy regarding partnership agreements

Position

The UPA considers a partnership agreement as an opportunity for two organizations to pool their resources in a joint effort to maintained links with the larger community.

Selection criteria

The UPA prioritizes projects:
- having a provincial vision;
- promoting the agricultural profession with our targeted clientele;
- targeting the overall agricultural production, without being restricted to particular types.


Partnership requests are assessed according to their ability to meet these selection criteria. Other factors taken into consideration include the history or the years of experience of the project, the possibilities of transmitting UPA messages via the projects, the potential of making the most of the partnership, the quality and professionalism of the partner organization, the creativity and originality of the project. Proposed partnership initiatives should address modern day agriculture in a positive, friendly and professional way.


Types of non eligible organizations


For reasons of ethics, equity and respect of our members’ allegiances and beliefs, the following organizations and projects are not eligible for UPA donation and partnership programs and cannot be considered for financing purposes:

- non registered organizations;
- religious organizations or institutions;
- political organizations;
- organizations that represent a specific race or group of races, faith-based;
- organizations, and organizations that limit sexual orientation;
- organizations or projects outside Quebec;
- personal or family projects;
- activities promoting only one type of agricultural production;
- sports groups;
- sporting events (including golf tournaments)


Submitting a proposal

Generally, partnership requests are reviewed within four to eight weeks after they are received. The waiting time can vary according to the extent of the activity, the amount requested or to the nature of the request.

Preference is given to projects that have completed the UPA partnership request form (ckick here for Partnership Request Form). Applicants are encouraged to provide additional information or documents that they feel are pertinent to the application.

Duly completed forms must be sent by mail or by e-mail to the attention of Mrs. Isabelle Petit. Applications may be submitted in either English or French.
